  2. Negotiable beginning compensation packages for candidates who are exceptionally qualified for positions at CPS.
  3. When feasible, annual increases in salary for all employees to reflect their service to the organization.
  4. Additional salary increases for employees who demonstrate consistently high performance outcomes over time.
